An Imperial County physician is one of the 324 individuals charged in what has been called the largest health care fraud in U.S. history.

Dr. Dodson Creighton of El Centro has been charged with 18 felony charges associated with his practice. The California Attorney General's Office filed the charges on June 25, 2025 in Imperial County Superior Court. Dr. Creighton is charged with multiple counts including Insurance Fraud, Healthcare Fraud, Knowingly Prescribing a Controlled Substance for Other Than a Legitimate Medical Purpose,  and Furnishing a Controlled Substance. According to the complaint, the offenses occurred between October 11, 2023 and April 8, 2024. The Doctor is accused of prescribing Promethazine with Codeine in violation of virus Health and Safety codes. The medicine is typically used to treat cough and upper respiratory symptoms caused by allergies or the common cold. Promethazine with Codeine has gained attention as a recreational drug and the prescribed medication can be sold on the street at a significantly higher price than the actual cost.

In the recent indictments 324 defendants were charged in connection with over $14.6 Billion in alleged fraud.
