(The El Centro City Council held a special meeting this week)...The meeting was to decide on a punishment for one of its members.

An investigation had determined Councilman Edgard Garcia had failed to attend city paid meetings and he had gone to official sessions under the influence of alcohol. At the special meeting, the council unanimously agreed to censure Garcia, remove him from his position of Mayor Pro-Tem and remove him from all of his city council committees. In addition, Garcia is required to pay the city back almost $1,900 in travel expenses
